Your base in the Caribbean has been hit by a hurricane! Base capacity reduced by x point/points The follwing ship/ships were damaged: DD X CA x CV x etc... The following ship/ships were lost: KV X CL X CVL X etc... I like the idea of damaged bases and ships. The damage should be fairly minor (1-2 months to repair) but there would be some consequences.
I would question the sunk ships, especially in peacetime when ships have freedom of maneuver. A ship lost was an extremely rare occurrence, and if you take out the pre-war destroyers lost during the war and groundings they become even more rare.

I confess I was abstracting a bit with a combo of the Honda Point disaster, wreck of USS Memphis (ex Tennessee), and capsize of the Japanese torpedo boat Tomozuru (rough weather and poor stability). Of course, ship types and numbers are random.

Air base damage in a hurrice could be devastating.... im assuming most have seen the pictures of Tyndal AFB last summer. It could be worse without modern storm tracking and planes with the range/options to relocate.

Yes you could loose a number of aircraft that couldn't get away but the runways could be cleared of debris and back in operation in relatively short order. Look at what was done to Henderson Field on a regular bases and yet it didn't take long at all to get it repaired and operational again. Now as for a reduction in capacity and the need to spend funds to restore said capacity in addition to replacing/repairing aircraft caught then I'm all for it. I do think if storm or earthquake damages are added as random events then airfields need to be affected too.
