I'd argue that for certain defensive battles being given the weather is inappropriate. While, for example, you as the player know that turn 0 represents the start of a Convoy Defense, to your ship crew it's probably just another day as part of an escort force. Similarly, for defending a bombardment target, you probably wouldn't know for certain that your opponent has to hit the target within the given timeframe. I always just mentally justified it as having been given some kinda warning of potential attack, be it from friendly "neutral" ships, coast watchers, signal intelligence, etc.

The key to prediction of weather is information collection and that only really occurred with the development of the telegraph system. I know that in India, due to the need to predict or at least understand the Monsoon’s and why they failed, the British established a meteorological office and telegraph system to transmit the four important readings on a daily basis. This office was established in the late 19th century. Great Britain and the US also established offices. With the advent of wireless telegraphy, a ship could take readings every 12 hours and then transmit them to their meteorological offices so that synoptic charts could be produced, and predictions for future weather compiled. These predictions would then be re-transmitted to the ships or the fleet. Eventually, the fleets had their own Fleet Meteorological teams on board to do their own interpretation of results.
