I think he might have been referring to the delay from when you buy the game and then get the email with the game key. That can take a day or so as I'm pretty sure that the manager of the digital store has to send the email himself (or something like that), and you can't proceed with installation as you don't have the key. But IIRC, William Miller indicated that they had come up with a new system.

Yeah, I think William is implying that they're going to roll out changes to the store so that Christopher no longer has to handle these things manually. It just hasn't been officially announced because, as with RtW2 itself, they're taking the time to make sure it's done properly.
