I was playing with varied tech and I got a pop up saying single turrets are better than doubles and triples. However, I can't find anything referencing it and the AI is still building ships with multiple turrets.
Is there a way to check which alternate ways tech has developed so I can build accordingly? Does the AI know how to build ships in a world where torpedos just don't work that well?
I'd also be interested to see what variations others have come across and how they build accordingly.

Relating to your question about checking which alternate ways tech has developed, you can find it in file RTWGamex.bcs in save folder where x is number of your save slot. There you can find this: TechQuirk= whehe number tells you: 3 ... decrease of realiability of double, triple and quadruple turrets 4 ... low penetration of guns 5 ... less efficient engines
I do not know if AI is adapting to varied tech.
I would suggest using "search engine" you can find a lot of additional information.

i have gotten the "single turrets are better than doubles and triples" so many times in games i'm at the point where i will quit out the game when i get the message and re-do the turn to not have to deal with it. it kind of wrecks the game for me
also since the message never mentions quad turrets i assumed that they don't get the penalty, is that a false assumption?

Ive played the game multiple times on varied tech and haven’t noticed any pop-ups telling me that certain tech is better than other tech. Am I not paying attention or something? Does the player just have to work out the issues with tech over time?

I had worse engines there were not information during the game but it was obvious that to achieve same speed I need more tonnage for engines.

if that 'quirk' can eventually be overcome it would be fine, i'd be willing to deal with it until that happens, but to have to deal with it for 50-70 years in either RtW doesn't make sense with all the other tech advances happening

I do not think so. Think about it as different world where technology involves differently which such an effect. Your technology is behind in propulsion etc.
You can take real world example. If there was no WW2 nuclear bombs and nuclear technology would not envolve so quickly so probably atomic bombs, nuclear power plants will not exist so early and question is even when as the effort in WW2 was tremendous and would be probably not possible during peace times. We know about fusion long time and just think that there were circumstances that needed that technology at all costs. Would be already available? It is very likely. Similar think is man on Moon. Look at advances just in between 1950-1970 and than look at period of 1970-2000.
