Another option is to use long range as USA on capital ships as you have enough budget for large fleet but you do not have bases in Europe. With long range you can easier blockade enemy nation and if your battle fleet is large enought they will not attack you. But it is so costly that I can think only about USA to try it.
from experimentation i found that if you want to go that route you are much better off going with reliable engines over long range since it greatly lowers the chances of your ships having mechanical problems and getting interned
you can do both reliable engines and long range, but of course that costs big cash

you can do both reliable engines and long range, but of course that costs big cash This is true, but I have usually minimal problem with cruisers being interned with normal engines. However for raiders it is good to have.
Sometimes I use long range even for cruisers in areas where I have bases as it seems to me that it increase chance of cruiser interception.
