For my part I think that varied tech would be more interesting if it decoupled some of the tech learn times.
To do that you'd need to increase available techs, so that instead of techs that take you to 1925, you have techs that take you to 1935 for example. Then what varied tech would do is change the rate at which certain techs are developed.
So lets say the quirk you have makes better Torpedos.
This would be reflected by Torpedo research times being cut. This means that in, say, 1915, you are using "1925 torpedos". As such Torpedos are 'better' but not due to any hard and fast rule that says they are 'better', but due to the technology developing faster.
You could then turn this around and make gun calibers a lot harder to research, so that by 1915 you are stuck with 1908 calibers.
Apply this to the varied field of possibilities, and you can get a lot of interesting gameplay.
EDITED TO ADD:
in fact, it might be even better if the button randomized each tech category research time to a number between 66 and 150. This way you never know exactly how things will play out! In 1910 you might have 1910 torpedos, with 1914 guns, on 1906 mountings, using 1912 penetration, against 1908 armour, etc etc etc

I agree with you that it could be interesting as some future update of RTW2 to make variability even more. Some script which will change values randomly with some limits.
