I have found out that CAs from 1904 with 6 guns broadside (10in) and 24kts speed can be used until the end of the game. I had mine "Scharnhorst and Gneisenau" as a France in 1904, they were about 14 000 tons. In 1933 they managed to sink a Japanese 1924 30000 tons BC and 1929 14000 tons CA (which could be considered better, as it was 3x3 10in, but mine CAs were just 2x2 + 4x1 10in). It was not a random luck, they have totaly scrapped those Japanese ships. I have to mention that those CAs of mine were heavily rebuilt during the late 20´s, equipped with new engines which raised the top speed to 30kts, directors for both main and secondary guns, torp flats were put off, and a few more rounds were loaded. These made them one of the fastest ships in Southeast asia. Their armor was almost same like most other CAs in 1904/5, but they had 11in CT armor (because why not, when you have tonnage to spare). I could make them 13 700 tons, but I didnt like that number so I raised it to 14 000 tons and used that free tonnage somehow...

I do not find any extensive engine rebuilt worth a penny. Aby new ship with a little more costs would be much better.
