I am not quite sure what is "Foreign Station". Playing as Italy in peacetime, what is the difference between moving a ship to the Indian Ocean and leaving like that, and changing the status of a vessel in the Meditterrean to "FS"? Since Italy only has a port in the Indian Ocean, then I would have thought that "FS" would mean that it was operating from the only port outside the Meditterrean.

for example when i play as japan and put a ship on FS to patrol SE asia they will often end up going northern europe to do so
this is something i'm waiting to see if it's fixed in RtW2
otherwise yes, it works the same to manually send a ship to patrol a certain area. the difference is putting a ship on FS assigns all it's foreign station points to all seazones with colonies, while having a ship manually patrolling an area will 'waste' all it's foreign station points in that 1 area

Thanks for the explanation. Sounds like they should just do away with the foreign station concept all together and just have the players move the ships manually.

Foreign Station setting is useful when you have a ship suddenly unable to cover an area and need a ship to make up that tonnage until a replacement gets there or the original ship is repaired.
The "weird" FS movement also explains seeing the AI having things like small groups of DDs wandering about during a war.

also ships seem to only wander if you have no ships manually stationed at any of your colonies - when i play as France i station a ship each in SE Asia, Indian ocean, west Africa, and the Caribbean, but the ship in the Caribbean i put on FS so it also covers france's South Pacific colonies and i find it never moves from it's post

thanks everybody for the explanations. I am having a blast, but still struggling with some fairly simple concepts in the game.

It is not used for player. But I think it represents submarines however not completely certain. Submarines are SSC (coastal), SS (medium range), and SSM (minelaying). XX is the symbol for illegal ship type and should only come up in error messages, though it's also in the drop-down menu for selecting ship type in the design menu.
