I was wondering can two other countries go to war? It seems that the other countries can only go to war with me, is that true?

Yes, the player and his enemies are the only ones who will be at war...there were several reasons why this was done, one was to keep the player as the primary focus of the game (not the AI). Now, in RTW2 you can have allies who will fight alongside you, and your enemies can have their allies fight alongside them, so that has changed/expanded when compared to RTW1.

And also there have been modders who have announced that AI v AI wars is an objective of theirs, though no-one knows how this can be done and how it would affect the game. To do it satisfactorily would involve Event Announcements, Events tailored to the two countries on-going war as they appeal/complain to the player or request goods & services support, the exchange of territory and cataloging losses- all without wrecking the game's balance. It is a tall order, and hence one that has been tertiary to the many technical challenges faced in the game's development.

I am currently working on an AI-Wars Mod. I'll create a topic here on the forum when the project is closer to completion. The biggest hurdle (a rather big one, I'm afraid) is that the AI-Wars mod will need some way of simulating battles between AI. That means... you guessed it... I need to update my RtW1 Auto-Resolve Combat Simulator mod for RtW2. After the enormous feedback that I received from a ship design tournament I held, the simulator is still another week or so from being fixed in RtW1. Then anywhere from a week to a year to get it working in RtW2 (because carriers). I can say that unless Fredrik releases some kind of mod interface to interact with the .exe, I won't be able to do anything with popups in the game. The idea I had is, unfortunately, a second window running simultaneously. I can do something like grab the screen or throw a popup when two nations go to war, or just rely on the user to monitor it. It's not ideal but it should be functional. My first implementation was going to be random fluctuations of tensions leading to war without territorial exchanges. The long-term would be to have tensions influenced by national government types, and allow the user to specify in a settings file how often the enemy nations should be allowed to take territory from each other.

Just FYI, I plan to develop the AI Wars mod for RtW2. If there were a lot of demand for RtW1 I could also do it, but I suspect all traffic is moving move to RtW2 at this point (and I would encourage that as well!).

I'm greedy and I'd love it for both. After three runthroughs with RTW II I can tell I will still be playing RTW I from time to time for the all ship action, and the earlier end date.

If somehow we could import the political AI from Hearts of Iron into this game it would be awesome. In RTW1 I couldn't help but feel ganged up on in the endgame when I'm fighting in EVERY war while other countries just fight whenever they fight me. Means you end up getting some powers with ludicrously huge fleets that you can only defeat with incredible feats of skill, luck, and AI stupidity. Even if they're not fully fleshed out with battles it would be nice just to add a level of political realism. You could just have some auto-generated battle results based on their fleet sizes as to who loses what ships when.
