I'm experiencing (error: 00000002) Unable to obtain lock! error too.
I'm using wine (technically not true but kind of like a Windows emulator) on Linux so I know it's not supported but I'd like to tinker a bit if there's a solution.
Installation location is ~/.wine/drive_c/NWS/Rule the Waves 2 (equivalent of C:\NWS\Rule the Waves 2, the default location). I also tried installing in ~/.wine/drive_c/Program Files (x86)/Rule the Waves 2 but the problem is not solved. Since the privilege model on Linux is radically different from that of Windows I doubt that the location affect this problem in my environment.

Please PM me, I have a simple early fix that appears to work well so far for those with this issue. I cant promise it will work in your specific Linux+emulator case, but it would not hurt to try.

Just had a battle where I sank 6 enemy TR's and 3-4 AMC's in a Convoy Raiding Mission. My CA was lightly damaged, yet the battle results in a "Major Victory" for the enemy and they gain some 2,600 VP's... What the actual **** is happening.

I'm not sure if this should be in the Bug thread, or the Humor thread Started 1900, France, many of the starting ships were not 'legal' ships. The most egregious were the light cruisers: Attachment DeletedRandom is great, but there should be a check to ensure starting ships are actually 'legal' ships in game terms

See my other thread about requesting airplane prototypes. I am playing Japan circa 1920, started in 1900. I have tech that says I have heavier than air naval aviation, as well as tech that says I can bomb ships. The program allowed me to build an airbase and I was able to modify an armored cruiser with a seaplane hanger. However, the game won't let me order prototypes of flying boats, seaplane scouts or either dive or medium bombers. Is there something I am missing or is this a bug?

just started a game as the US with very large fleet and game budget and I think the AI forgot how to build a fleet XD I noticed same problem. country/Austria-Hungary year/1900 game setting/very-large fleetsize,historical resources and manual build

I encountered a strange interface error when attempting to design a ship in my 1900 Austria game--The windows arent wide enough for me to deal with torpedos or other armament, something compounded by the auto-generators propensity for illegal above-water tubes on CLs. Expanding the interface just yields a different flavor of the same error. This is on a laptop computer of mine with 1920 x 1080 resolution. +1 for this interface bug. 1920x1200 desktop, full screen and windowed doesn't change it 1900 USA/ 1900 Germany

Don't know if it should go here, but I'm getting numerous Convoy Raid missions where the raiding force can't get to the convoy in time because the AI turned all of them to a different heading.
It's getting a bit annoying since the "victory" for the defending side gives 1k VP and I'm getting numerous instances of this in a single war.
