In my first gameplay through,I choice nation Austria-Hungary with setting very-large fleet size,historical resources and manual build. When game started, other countries have few battleship and many CA and CLs. Is it a bug or game specification?

I tried to generate same problem in other countries.here is example: Country/Italy Year/1900 Game setting/very-large fleet size,historical resources, and manual build

Same here, 1900 start as Japan with very large fleets, most Bs anyone had was 5.

Happened to me as well in my USA game. Though having to deal with over a dozen Russian armored cruisers (on very large) in my first war with them meant it didn't make the game super easy.

It was reported very soon after release. Also the historical budget seems to do basically nothing, the design autogenerator makes illegal designs for the tech level (and allows building them at least if they are under construction at the start) which seems particularly troublesome with DP guns and there's some issues with the new invasions and battles related to them.
Kinda waiting for those to get fixed before starting real campaign.

Happened in my game too. However five years in nations are catching up and building many more pre-dreadnoughts. Perhaps it is by design?

To clarify - is this same issue occurring in every single game for everybody who's experiencing it, or is it an on - and - off thing? Does it happen with auto - generated legacy fleets, or only with manual legacy fleet builds?

AI picks only a few Bs and most nations have none. Miller also confirmed it to be a priority bug. Is there someone not experiencing this?

It is said in the manual that the AI now reacts to what you build, at least regarding light cruisers. Maybe it is the same thing here. The AI checks what you build, and builds accordingly.
They catch up pretty fast. It is not unusual to see them producing 6-8 Battleships at once. after 3 years, they have catched up.

If this is AI reacting, they are pretty poor at it. I won as Austria against GB in around 1902 because they didn't build battleships. I then switched to automatic legacy build. In any case, it was already characterized by dev as an "issue", so it's not WAD, at least not entirely.
