It would be great if we could choose the opponent nations at game start. Especially with modded in nations that would be great.
Also, imho it makes little sense for Russia in 1900 to have Austria as an opponent instead of Italy, since Russia does not even has a Black Sea port and Austria does not have a single colony.
And France having Austria as an "opponent" instead of Russia is also imho a bit weird. A friendly Russia would at least be able to somewhat help against Germany/UK/Japan etc.

I suspect that's due to the RL political situation in 1900. Russia and Austria shared a land border and didn't much like each other, and Austria was a close ally of Germany, who France hated due to the Franco-Prussian War of 1870-71. So even if they're not huge naval enemies, they're enemies, and their navies could very plausibly wind up fighting as a result. (As they did in 1914, of course)

It is all based on historic alliances and wars.
Austria was a rival to Russia throughout XIXth century and early XXth, while Italy wasn't. Same with France - at the end of XIXth century war with Russia was unlikely, though admittedly, Fra vs Austria was just as unlikely.
Unfortunately due to the way the game is designed, there is no way to make opponents selectable, so you have to pick those that are most likely. In RTW1 there were many mods including ones that only changed opponent nations sets.

The player has next to no impact on land battles when in reality a war between those nations would be almost entirely based around land combat with navies playing no role outside of Russia maybe blocking the Adriatic of they could get out of the Black Sea. 2. The Black Sea isn't represented meaning Russia and Austria share no sea zones with each other and any war between them will require that Russia divert its navy to the Mediterranean where they don't have bases or that Austria divert their navy to Northern Europe or Northeast Asia where they don't have bases. 3. Russia and Austria have no lands that makes historical sense for them to take. While major land exchanges after a war are abstracted the only territories that the two countries can claim for each other make no sense. Why would Russia annex Dalmatia? Why would Austria annex the Baltics or Finland? The main area of contention should be Galicia and Poland. Comparing it to another pair of enemies Russia and Japan make perfect sense, they historically fought a war between each other in the era that involved major naval battles, they share important sea zones facilitating conflict and there are lands that makes logical sense to claim from each other (Sakhalin and Port Arthur for Japan and possibly Formosa for Russia for greater influence in and around China).

In a hypothetical Austria vs Russia war before world war 1 there would likely be nearly zero naval combat, and especially not in the Med/Black Sea purely because the Ottomans wouldn’t let warships of either side cross through the straits

It would be entirely land based conflict and just as in WW I France would almost certainly cut all spending on naval construction to cover wartime naval operations, as navy would not get any additional funds from wartime budget due to all of that going to the army. ad.2 There is still potential for the only logical naval war in such war - cruiser warfare and commerce raiding with surface ships and subs ad.3 Taking no possessions in war increase your national resources. It is pretty good representation of taking land somewhere on common border.
