I loved that treaties are available and limit what ships can be built. However, they do not operate correctly. The Washington Naval treat did limit what could be built, but it allowed the building of larger ships, as long as a tonnage was not gone over. Unless you have far more forces than anyone else as a player you have little reason to sign a treaty since you can never catch up.

WST was quite complicated and was much more defined that you describe. It was told that it will be simplified in game. The reasons are that in reality WST does not allow construction of capital ships with some exception of ongoing projects and HMS Rodney and HMS Nelson. As in RTW peace are usually not so long the simplification works quite well relating to what was historically possible to build.

Armament treaties are simplified in the game. This is a design choice, not a bug. It might well be desirable to have a more complex treaty system, but one has to make tradeoffs in game design.
