Saw this in my release play through and seeing it after the first update. Rebuild designs are not showing up in the list for fresh builds.
Example:
Legacy 1899 CA has secondaries of 6in/-1
Come June 1901 a country sold me 6in/0 tech
So I made a "open for rebuild", saved and started improving an existing cruiser.
If I go to build a new cruiser only the original 6in/-1 is in the list.
During my last play through this was always the case. I dealt with it by cycling building lots of DD, then CL, then BC then CV then DD, so I could get by with re-inventing ships as fresh builds of a class every few years. It was though awkward for expensive ships like Fleet CV ~100 planes when side lifts were created so I had to do a fresh start a no-side-lift fresh build then rebuild it to get the tech installed. A few months and $$$ spent on that.
Anyway started a new play through and found the same thing of rebuilds not showing in the new build menu.
Started in 1900, Japanese >>>> I wonder if this is related to my installing the game to a non-standard directory, the Program (x86) which requires the alternate save location. this might explain it. the game is forced to save there but the build menu isnt looking in the same directory.

I had a mind to try reinstalling to the default directory but Id run into needing to transfer the liscence? or would I as its the same hardware?

I have a .gif of a screenshot showing a wierd state. You can see the ships underconstruction tab with 3 different rebuilds showing as in production but choosing new build, also viewable in the screenshot, has only 1.
It might be tied to the option to take an extra month to refit firecontrol. I think that is the rebuild that is showing in the menu okay.
Rebuilds where I manually designed for rebuild to refit already built ships are not showing.
Again, it may be tied to my use of the Program(x86) game install directory, maybe.

to post a screenshot you have to click on 'reply' (quick reply doesn't allow it)
place your cursor where you want the picture to appear
click 'add attachment' on the top right
upload the pic, then click 'insert'

. Sample screenshot showing the lack of rebuilds in the new build menu. On the back tab you can see a few rebuilds are in production but they are missing from the new build menu. Meaning if I were to build them I would have to go through the ship build months then enter a rebuild phase. >>> +1 Jagdflanker for assistance I was so used to using "quick reply" I hadn't noticed the "reply" command where as you say there is the attachment option
