Hi, i'm just start modding the game, and try to add a new possession in SEA, the question is i found that Base have 2 location set, The BaseLocs and BaseENP, what is it mean?

BaseLocs are the latitude and longitude of the base (port) - it's where the anchor symbol goes. I'm not sure exactly what BaseENP is, but it might be either a point defining how close you need to get to the base to be asked if you want your ships to enter port, or a point on the boundary of the minefield circle that you see around enemy ports.

Hi, also a new wannabe modder here, quick question: is there an easy way to figure out the values you need to enter there? I tried checking the Warinfo file editor, but the coordinates it provides do no match up with those in the game files (4 digits vs 6 digits)

I tried checking the Warinfo file editor, but the coordinates it provides do no match up with those in the game files (4 digits vs 6 digits) First up, in Warinfo Editor, just load Warinfo file of any country, on left side there is some value that are write down as coordinate, right-click on it, then left click at the location you desire, then it will show in a correct format. Just don't save it, or you'll screw up file.

I tried checking the Warinfo file editor, but the coordinates it provides do no match up with those in the game files (4 digits vs 6 digits) The coordinates are expressed as degrees, minutes, and seconds in the standard geographical coordinate system, using the format DDDMMSS for longitude and DDMMSS for latitude where DDD/DD are the degrees, MM are the minutes, and SS are the seconds of longitude and latitude for the location you're trying to put into the game, though it appears that you are allowed to drop leading zeros. If you wanted to put, say, Washington, DC onto the map as a base for the Eastern USA, you'd edit one of the (or add a) BaseLocs lines to have 0770210W 385342N (770210W 385342N if you drop leading zeros). Four-digit E/W coordinates should therefore be within 60 minutes 59 seconds of the Prime Meridian passing through Greenwich, England while four-digit N/S coordinates should be within 60 minutes 59 seconds of the Equator.
For example, in the FranceWarInfo file, there is a Battle of Texel against Germany with a center point of 35138E 533617N, which should be read as 3 degrees 51 minutes 38 seconds East longitude, 53 degrees 36 minutes 17 seconds North latitude; the first mission against Japan has StartPoints0 of 1105127E 204852N, which would be 110 degrees 51 minutes 27 seconds East longitude, 20 degrees 48 minutes 52 seconds North latitude.
Be aware that at least in Rule the Waves the WarInfo file's missions only worked in the home sea zone; I don't know if that remains true in Rule the Waves 2.
