I'm playing Italy, 1900 start, currently Dec 1904. I got an event a couple months ago where my navy minister asked me to construct 10 cruisers. I took the option of "We could construct half that many", and now my build requirements are saying that I need to be building 9 units, not just 5. I had two CA in the works when the event fired, so demanding 5 additional CX's would make sense, but 9 total means 7 new ones instead. Is this a bug, or just my navy minister being capricious?
Also, I halted construction on my new-build ships, to see what would happen. It still shows the requirement as "OK" in the turn I halt them, but the next turn the "OK" goes away. I assume this is probably working as designed, but mention it for completeness.

I've had the same bug in 1.01, except I said "half" that when they wanted 8 cruisers and they still asked for 9, as if they were pissed that I had the audacity to state that our budget was in the red and we literally couldn't build that.
in addition, they tended to give me multiple missions in a row, asking for cruisers, then for destroyers 3 months later, then submarines, then cruisers again, all in one year. Not nearly enough time to fill any order.

If in both cases "half" resulted in requirement for 9, it could mean that while initial event is somewhat dynamic (if I remember well, in RTW those numbers were static no matter if you played UK or Spain), "half" option lacks code for dynamic change.
