Right now, the AI in charge of a force can be told Core/Independant/Screen/Scout, etc., but I find that's a really limited menu. In particular, I want orders for how to engage enemies - orders such as "Torpedo attack", "Close in", and/or "Keep at Range" seem like things real navies would probably use(though I confess I'm not enough of a history buff to know for sure), and it'd prevent the incredibly annoying issue where a DD loaded with torpedoes is 500m from an enemy capital ship and refusing to actually launch any of them, or launching 1/9 and then not bothering with any more.

I support this. In my recent Japan playthrough I went a bit nutty with torpedoes, including CA's with 24 above-water mounts, and one of my older BB clases being refitted with 9 per broadside. They never once fired in all the many battles they fought.

+1 there is a wide variety of how to build ships and not all fit into the default "doctrine" of battle methods.
This is perhaps though a little harder to code as making smart AI for each is actually rather difficult
