I would like to see Naval treaties allow for completion of some non-complient designs, especially ships more than half or three quarters complete, and also for conversions of partialy built ships to make them complient or change to an allowed type. Also perhaps to allow for new ships to replace old of the same type.

Id be okay with the rebuild allowed. The rebuild system could look for treaty compliance on anything changed.
I.e. if the treaty says nothing bigger than 12 inch guns and you have a 13/-1 gun you want to change to 13/0 you get bounced as having to stick to the treaty.
Also there should be an option to break a treaty by building something outside of it, with big tension and some prestige lost. Maybe if its a minor violation a chance to hide it, or fudge the math, as some nations did.
