If a war is over, the sun comes out immediately: all nations drop their hostility level nearly to zero.
First of all this is not very realistic. A war, especially a lost one, leads to bitterness and revanchism, and this should be reflected in the tension levels. If an enemy is not "beaten soundly" but still strong, the tension should stay for some time at yellow/orange, and a second war should be able to happen, if things go wrong.
A beaten nation also may stay in yellow/orange after war, but would be very cautions. But if the player starts a war with another nation, there should be quite a good chance that they partner in and try to get revanche with the help of a stronger friend.
Right now the actions and reactions of the AI nations seem just randomized. Sometimes a nation which just has lost a war and most of its fleet is the first one to challenge the player again. A new war comes, and then they declline all battles due to the lack of ships.

Tension is basically a measure of how close you are to a war, so I feel like this is really a request for a much more detailed diplomatic system. I wouldn't object to that, but I suspect it's not as simple as this seems to suggest.
