Currently, the "Army Offensive" event seems to consist of a request for funding, followed by an exchange of VP points to a maximum of 1500. While Rule the Waves obviously should focus on naval combat, I feel that some expansion of this event would be quite worthwhile. I have a couple different ideas:
1) Increase of "Army Offensive" VP value over time
While exceptions no doubt exist, I feel that an Army breakthrough in 1945 should be worth significantly more than in 1905. You also get the strange situation where a single Heavy Cruiser is worth twice as much as a complete army breakthrough. This could be a simple increase every 10 or so years, perhaps maxing out at a possible x10 by the 1950s. This may seem harsh, but it may actually make for some quite interesting scenarios, such as one where the player might have to consider forcing a major fleet engagement to make up for a failure on the part of the Army. Finally, you could stretch the "Offensive" event out, perhaps with the Army making requests for additional funding if the campaign seems like it's stalling.
2) Army Strategic Bombing events
This would be a new event that would take place only after a certain point (1935? First trans-Atlantic flight?). After a choice is made, the player would receive updates on the progress every couple turns until it is fully resolved.
The Army Air Force (or equivalent) is proposing a major strategic bombing campaign. The [Leader name] is asking for your recommendations for targets.
•We should focus on striking enemy military installations and ports.
If successful, random enemy ships may be damaged or sunk at port as the result of bombing raids. It may also give a random reward of VP.
•Attack enemy factories and resource production facilities.
If successful, the enemy nation would suffer major delays in ship construction to represent steel production facilities, mines and railways being damaged. In addition, the nation may have a short-term oil shortage imposed, giving the player a likely force superiority until oil production can be restarted.
•Focus on bombarding civilian centers in order to break their fighting spirit!
If successful, enemy nation would face a significant unrest increase.
Of course, these events would be able to "fail". I think a simple VP loss would fit well, something like so:
Enemy air defenses are much stronger than expected! Army Air Force suffers heavy losses and is forced to cease operations! Lose X VP!
Finally, the focus on bombing out civilian centers could also backfire, leading to an unrest decrease:
Incensed by our targeting of civilian centers, the [Enemy leader] has rallied the nation to strive for total victory!
