although i get why we are forced to start with a pre-made legacy fleet in 1920, a compromise to allow some customization would be to allow us to design and build our own ships under construction, similar to 1900 starts right after we build the legacy fleet
that way we would have some of our own ship designs halfway built at the start of the 1920 campaign

This is quite complicated as your fleet needs to be built with technology from 1900 to 1920. Making your own fleet, you can get tremendeous advantage.
However AI built ships should be better, especially short, long range and cramped accomodation.

JagdFlanker is, to my understanding, suggesting that the player should (optionally) be able to design the legacy construction - the ships that start the game partially complete, equivalent to the ships you purchase in the second phase of the manual legacy fleet build on a 1900 start. He's not suggesting allowing a manual build of the entire legacy fleet.

also should be an option for the 1900 start
