Right now the largest DDs are 2,500 tons, as far as I can tell. This means that the larger destroyers at the end of the time frame cannot be built. The lack of centerline torpedoes, ASW differences, and requirements for armor mean that CLs cannot simulate this change.
In addition, it would be useful for the base and modified ROF of ship guns to be displayed on the build screen. At present it is difficult to compare guns.

CL of up to 7000 ton can use centreline torps with appropriate tech, I’d agree that it might be nice for some ability of CLs taking asw gears as it was done historically on some CLs

In part consider that the game is using the designations like DD and CL for how the ships are assigned and used on the tactical map.
There certainly was some bloating of what was what class especially with congressional approval get skeptical with the word "cruiser"
However, the game was first made for ~ WW1 and we are now going into the cold war so your suggestion may well be valid.
As another pointed out there are tech unlocks for bigger centerline torp launches, if you budget in the hopes of getting them.
