The AI seems to favor very top heavy force structure, which has to be followed by the player.
Navy costing of 10 BBs, 19 BCs AND 0 CAs / CLs AND very few DDs (model of virtually all nations in several of my RtW2 games) is not very realistic. The big ships would be vulnerable and would have to be employed on many tasks where they are overkill / unnecessary, thus increasing wear and tear and maintenance cost.
Therefore I would suggest introduction of "balanced force" ratio - unless the navy has certain proportion of lighter units, the maintenance cost of the heavy units would increase and they would become vulnerable to submarine / surprise torpedo attacks and similar unpleasant events.

Battleships beat Cruisers, Cruisers beat Destryers. Destroyers beat Battleships. If we had a functioning rock-papers-scissors in the game it would make DD’s and CA/CL’s more viable. But since DD’s refuse to lauch their torps against their imaginary friendly ships in line of fire, whats the point of anything but BB’s?

Battleships beat Cruisers, Cruisers beat Destryers. Destroyers beat Battleships. If we had a functioning rock-papers-scissors in the game it would make DD’s and CA/CL’s more viable. But since DD’s refuse to lauch their torps against their imaginary friendly ships in line of fire, whats the point of anything but BB’s? WOWS isn't real life. Anything can beat anything else but the armor, armament, speed, and tactics of the ships in question improve the chances of winning an engagement.

It's easy to get annoyed, but my destroyers have been killing more capital ships than my BBs. Take a look at my AAR - DDs and torpedoes have been so insanely effective that I've been tempted to ditch the battleships and go to a pure-DD fleet in some ways.

Take a look at my AAR - DDs and torpedoes have been so insanely effective that I've been tempted to ditch the battleships and go to a pure-DD fleet in some ways. funny, i started a Germany 1920 game a few days ago, Versailles/Washington treaties on, and there was nothing in my legacy fleet worth keeping so i immediately scrapped everything
was waiting for my first war since that nullifies all treaties,, and only had (high) intel vs Japan/Italy/USA since they are the best case war scenario for this situation
i was obviously not going to have any capital ships until 3 years after my first war started, but France ended up starting a war with me which was less than optimal when my fleet was was only KE and 18 DDs (12 torps/34kts)
i had to accept fleet battles since i couldn't afford to lose all those VPs, and was very surprised at the positive results of all the battles - definitely got me thinking about trying an all DD force as well
