Here is a suggestion in the good old debate about the randomly (?) generated battle missions: I think these are the most important complaints: 1) You have no influence over which mission is chosen 2) Naval superiority in a region dosen't always translate into superiority in battle 3) Missions feel sometimes unrealistic and aren't connected
Nr. 2 is probably by design , so weaker navies aren't atomatically bullied around. Still there should be a possibility for a much stronger navy to force some kind of battle. That's where, like in real life, Patrol Missions come into play. This could be a ship status like AF or TP, which raises the probability of open sea ship fights. Battles should be more likely, if more ships are on PATROL, the enemy is relatively weaker and maybe in confined costal seas like the Balitc. The catch for the stronger fleet is, that in the initial engagement the forces are roughly equal. But there should be a markedly higher chance of getting reinforcements (also depending on com. technology), which should become controlable. To make it fairer there should be a battle type where the smaller fleet catches a patrol force with any reinforcement near by. Concerning N.3 the decision about fleet battles should be at the start of a round. If a nation declines, it means its forces are hiding cowardly in port and wouldn't have any options for offensive battle missions in that round. PS: Patrol Missions could be integrated into the normal AF status as well, which is not the same but simpler. Patrol battles would occur, if one side is clearly stronger than the other one.
