I've played through the game and noticed that when it comes to all forward ship designs, the AI nations tend to build the same ship configuration, down to some specific armaments.
I wanted to know how I can add ships designs for the AI to use so that a game would have more variety, as well as to give the AI 90,000 ton designs to make it a bit more challenging.

Ship designs are stored in Data/IDes as .tdf files and can be edited with a text editor. The first letters describe the Shipclass (B = Battleship, CL = Light Cruiser etc.), the number after the game era in which the design gets built (0 = Legacy Fleet and first years, 1 = Semi-Dreadnoughts to ca. 1906, 2 = 1905 -1910, 3 = 1910 to 1915 ,4 = 1915 to 1920 ...). X stands for generic design, other letters for specific nations (G = German, B = British etc.). There can be up to 8 designs for era and shipclass which are numbered beginning with 0. So CA4X3 would be the fourth possible heavy Cruiser Design that can be built between 1915 and 20 by all nations.
The easiest way to add new designs would be to design them in a game with maxed tech in the ship designer, then search for the design in your save game folder and paste the data into a correctly named .tdf file. The data used by both formats is 99% identical, you only have to delete one or two lines. You can check your success by letting the AI generate a ship in the ship designer. If you are in the correct timeperiod your design should eventually appear.

The Designer will check and change your template another time before building. For example it often adds or subtracts guns and turrets or changes gun calibre, armor thickness and automatically adjusts weights. In my experience there should not be any significant problems. One has to be careful with designs for the Legacy Fleet XX0X or XX4X for 1900 and 1920 starts respectively, because those get built as they are. From where probably the bug reports about impossible ai starting fleet designs came from.

From where probably the bug reports about impossible ai starting fleet designs came from. In 1920 start does AI builds design only from XX4X templates? As it should be for whole period 1900-1920 .... I was just thinking improving 2 things in RTW2 which could be. Ship templates and missions.

The xx4x Templates are used for ships still building in the 1920s start. If you begin a new game in 1920 you will see that there are one or two batteships with 16 inch guns being built. Those get chosen from the xx4x templates. The rest of your fleet is already in service and gets chosen from the xx0x to xx3x templates.

Will there be bugs with the game if there are more than 8 designs if I add more for specific nations?

I think I remember reading somewhere that designs numbered above 8 or 9 are reserved for special cases and should thus not be modified. Cant find a source for that right now though.

Thats a bit sad. 8 designs per class and era would be a real obstacle for more design diversity. And especially with larger fleets, I often see what appears to be the same AI design simply having two different class names.
I wonder if that restriction got lifted in RTW2?
