Let's be honest, most of the time the time there isn't and it's often worth the risk in order to get some torps away.
Maybe it could be tied to a research option and available just for destroyers?

Yes please! I understand that the "friendly ships in line of fire" was a fix for friendly-fire issues in RTW1, but in captain's mode I should be able to make my own judgement calls and shoot when I want.

Why didn't "fan" attacks like that happen IRL? Are the relevant considerations ones that we can imitate easily in RTW?

Sending destroyers directly through an enemy fleet would practically be a suicide mission and most Admirals were probably rather hesitant to order hundreds of men to their deaths. And of course, while a DD may be a minor asset to a RtW Admiral, IRL these were generally seen as much more worthwhile to keep alive. The closest example to this I can think of off the top of my head would be the Battle off Samar, and that was a very unusual circumstance.
