Honestly, thinking back on how i plotted the sequence of events, I could say that the maxim 'never tribute to malice what can be explained with simple incompetence' would have in this situation a prime example.
To open his mouth in times of war against another branch that had accomplished its primary mission (Defend Byzantine waters) multiple times was his first bad move. Add to that the fact that he is... well, Army (lol), and the fact that Byzantium had no battlecruisers of their own by then, I could see him seeing the old predreads as the symbols of the Navy, unlike someone more familiar with naval matters, who would probably wonder why were those ships still in service now that they were thoroughly outclassed.
Seeing one of the battleships lost against what the name suggests to be an oversized cruiser would send the wrong message to him, and the idiot did his second move, trying to strike against someone shielded by years of experience and success. Check and mate, the moron trapped himself.
Sadly, the game would never tell us whether or not he was competent at his job (which is to say, I don't recall if I had replaced the Strategos before).
