Japan launched a Surprise Attack against me as France, taking North Korea immediately before, which I don't think I owned.
Message is: "Error in CheckSurpriseAttack procedure! Access violation at address 00403FF8 in module 'RTW2.exe.' Read of address 00000007"

I just had a very similar bug:
When did you start the game - 1900 or 1920?
1900
What nation were you playing?
Russia
Were there any start options that were not the default? Varied Technology, Very Large Fleet Size

After clicking 'OK' a Cruiser Action accept/decline window popped up. This battle functioned as expected.
What were you doing when the bug occurred? War had literally just broken out with Japan. I clicked "OK" on the WAR! newspaper event and this error popped up. Tensions jumped from 10 to war because some navy scoundrels blew up a Japanese destroyer and I derailed the Czar's plan for easing tensions with Japan all in one month.
What did you expect to happen and how was the result you saw different than you expected. I expected a battle to begin and for the scenario window to pop up. I was excited to see how well my 2x6"and 2x12" land batteries at every pacific port can deal with these sucker-punching pirates in a 1904 battle.
Can you describe how to reproduce the bug? Unsure? Both "before clicking OK" and "after finishing the cruiser battle" save files are attached.
What version of the game were you playing (v1.00, v1.01, etc)? v1.04, I started this game after installing the v1.04 patch. OS: Windows 7

Try this idea - ugetfix.com/ask/how-to-fix-exception-access-violation-error-on-windows-10/When an application is started, it requests memory from the operating system. Generally it will be allocated a certain amount with starting and ending memory locations in the memory provided for all applications. If the application accesses a memory location outside of that allocated, you get a memory allocation error. You might try running an error check on your computer. Just right click on C:, click on properties, then highlight tools and click on error checking. You could also optimize. The application might have been corrupted by being installed on a bad sector of the hard disk.

I reloaded from my "before" Game1 save file a few times, and while the events that popped up at the end of the turn were slightly different, I managed to cause wars with Japan. Their surprise attacks threw similar errors:

I had checked my disk for errors like you suggested, oldpop2000, with no issues found. However, I did not muck with the data execution prevention stuff. Maybe I'll try that later after I read up more on what it might go wrong if I do.
