Is there a file within the game which I could modify to shorten ship construction times, or is it hard-coded?

I think I might know a way to do this through nation characteristics but I won’t have access to my laptop till Thursday If you want to do it for your nation only change efficientshipbuilding from 0 to 1

These modifiers stack additively.

Thanks, I am already familiar with the national attributes, I was looking at whether I can do it across the board for all nations just to speed up gameplay a little.

If anyone finds a way I would definitely be interested, the looong builds times are a bugbear of mine. Ships that the RN built in 14-16 months take 26-30 in game and building replacements within the typical war just doesn't happen.

One thing is when ship is launched but completely different is when ship is commisioned.
The times are good relating to history except special cases.

Let's take Renown. Laid down Jan 1915, Launched March 1916, comissioned Sept. 1916. Thats about 19-20 months in total.
In my current RN game (Which is late 1913) the closest I can get to build Renown and her working up period is about 32-34 months (I'm not sure if the current month is counted).
Same difference with the 1915 Queen Elizabeth, even more so the 1911 KGV, HMS Tiger. It's making a copy of the historic fleet quite difficult.

HMS Renown was pushed quite a lot by Fisher because of war and he wants ship by build quickly. It is not good example.
KGV class (1911) - 4 ships takes 22, 27, 25, 29 months - 26 months in average
In games UK needed 28 months, which is not so far. RTW build times are based on ship class and tonnage. 30000 tons battleship will take same time in 1910 and 1940. But in history that was not true as later battleships were much more complex and UK industry was not in same condition as before WW1.
Lion class - 32, 30 months Queen Mary - 29 months Tiger - 28 months
All four ships are about 30000-34000 long tons deep load. In RTW you need 29-30 months, again quite accurate.
QE class - 26, 29, 36, 32, 27 months - 30 months in avarage
In RTW it takes 30 months, again it is accurate.
So building times of UK battleships and battlecruisers from pre WW1 time period in RTW2 is quite accurate relating to historical times. In RTW it is based time as it can changed by: 1. positive events decreasing building time by 1 month 2. negative events increasing building time by 1 month 3. hold construction - choosed by player 4. accelerate construction - 90 % building time - choosed by player 5. positive event - offer by shipyard 10 % discount - in reality it is 10 % decrease of construction time too.

You know that you can accelerate a ship build ingame? I haven't tried it much and when I did it seemed to only reduce build time by around 10% but it might be more effective late game...

Good discussion. It might be justified to give an additional bonus to accelerated construction if a nation has efficient shipbuilding, to reflect the British ability to build large ships really fast when they concentrated resources.
There is no way to mod the overall build times in the game at present.
