According to the manual:
As of 1.05b (possibly in previous versions as well) this doesn't appear to be the case, or this sentence means something different than I think it means. Playing as Japan, during a war with France as a test i've assigned *all* my ships to TP role. This resulted in 6+ months of no battles at all (not even convoy defense missions, oddly enough) despite having 50-150 point strong fleets in a number of non home areas (Southeast Asia, South Pacific, Central Pacific) and enemy ships operating there. If I put only some of my ships in the TP role then battles in these areas do take place, but the ships assigned the TP role never make appearance in them.

I think they are other thinkg relating to trade warfare. May be just not documented anywhere so we players are doing something wrong. But compare to RTW1, hunting enemy raiders is much, much more difficult and usually they are offered many fleet, battleships, destroyer, invasion, land support engagement and minimal raider engagement even if there are reasonable force to hunt raiders. It is so difficult that it can happen that there is no raider interception even through entire war and in time period of aicrafts where raiders have more difficulties to hide.
No matter if hunting ships are on AF or TP.
