Short version: TP & R don't seem to count for invasions & blockades, but do show up in the force point calculation. I think the fix is to change the dialog and tooltip to display both the invasions&blockade number AND the total number, e.g. 1CA, 2CL (6/14) for a zone in which you've got 1CA on AF, 1CL on R, and 1CL on TP.
Long version:
If I assume that I'm correct that the same force point calculation is used for invasions and blockades, and that it's the same as what's displayed in the dialog (BB = 14, BC = 12, CA = 6, CL = 4, DD = 1, KE = 0), then I think the number that's displayed in the dialog should not include TP or R. Actually, what I'd love is if it showed both a "total" amount of force points and the non-TP&R number, e.g. 1 CA, 2 CL (6/14) for a zone where I've got a CA on AF, a CL on TP, and a CL on R.
If I'm not correct about the force point calculation, then something weird is going on with invasions and blockades

Long version:
- When you change a ship to R status, the "foreign service" tonnage for its zone in the left-hand-side tree view DOES change (although you often have to hit "ok" on a move dialog to force a refresh - I'll log that separately). Changing to TP, however does not change the FS tonnage. This seems to be reasonable behavior since R ships are skulking around, while TP ships are protecting trade.
- When you click on a zone, you see that lists your ships in the zone plus a "force points" number, e.g. 1 CA, 2CL (14) (also shows up in mouse-over tooltip).
- When you change a ship to R or TP status, this force point number does NOT change. In the screen shot, all of the ships (1xCA, 2xCL) in the Indian Ocean are on TP.
- Somewhere around the 1.0.3 update, I suddenly started having a LOT of AI invasions in my outlying possessions, in zones where the force point ratios shouldn't have allowed an invasion. In all of these zones, I had my ships (typically a CA or CL to satisfy FS requirements) set to TP to suppress raiders. When I switched these ships to AF the spurious invasions stopped. This led me to believe that a change in 1.0.3-ish was introduced so that TP does not seem to count for invasion force point calculations.
- In my last game, I was France at war with Italy and AH. According to this force points number, I had significant strength in the Med (e.g. 150 vs. 130 vs. 50), but sometimes I would get points for blockading 2 enemies and sometimes only on. The tricky part is that I had a LOT of DD in the area on TP. I suspect this means that TP doesn't count for blockade force point calculations either.
