I'm France, fighting US. It's 1909, so no amphibious tech available, and the only places where our colonies have a chance of overlapping for invasion range is in the Caribbean. Game was started with 1.05b; it's now 1.06 (behavior started in 1.05b; I just played a couple of turns and it's getting worse). The issue: Teddy Roosevelt seems to be in office and has decided that the middle of a war is the time to send out the Great White Fleet. What I mean by this is that the US has consistently been keeping low force levels in NorAm East Coast, which has allowed me to do a lot of blockading that I shouldn't have been able to do. They seem to be trying to keep significant fleets along the route WAf -> SAf -> Indian -> SEA. When I quite last night (1.05b), the US had finally gotten force levels up to match me in NorAm East so I abandoned the blockade and moved their fleet back away. When I started this morning, I put the blockade back in place, then played another turn. I expected the US to move ships back towards NorAm East (from WAf through either Carib or NEur). What it did was move ships further away - there's essentially nothing in NorAm East, Carib or NEur (see screen shot). Thought I'd let you know, since it seems like AI is in some weird mode. All I can think of is that it doesn't understand it can't invade anything in the Pacific but is still trying to achieve local sea control. Save attached. Attachments:Game4b.7z (171.04 KB)

same kind of thing is happening in my Italy game vs France - i have a single BB blockading France because the ai doesn't know enough to leave at least some ships in Northern Europe when it sends it's fleet to the Med to fight me
