Japan is one of my 3 favorites (Germany Russia the others) in the stock game, and even though the cost of air-power is very obvious in this game I have still been able to be extremely successful with Japan. I can't say as I ever look too hard at how big my economy is; if I have all the ships I want I am happy. That being said I haven't noticed RTW2 prevents the same level of success as RTW1. indeed while your budget is not that good surprise attack and and building quality over quantity helps ALOT although its super annoying you cant fight countries like america because their fleet simply wont move into the pacific so you just sit there staring at the 20 battleships and 20 carriers on the east coast while nothing is in the pacific the war just becomes a war of how much can i invade and slowly work my way down to the Caribbean so i can actually get bases so i can house my fleet to combat the enemy ships

I think Japan should get a morale bonus that reduces unrest, they had a great historical advantage in that department. They already have that. Unrest is more unlikely in nations with "Eastern" government than in other nations. Didn't know that. Didn't know you got a bonus to your base resources for not taking possession of enemy colonies in a settlement either, thought they were wasted if not claimed and always tried to use them. Maybe I didn't read the manual as good as I thought I did.

I think this simulations the losing nation paying the winning nation large war reparations and then using that money to go right into the economy in the form of infrastructure, social programs etc I have always thought colonies in this game to be a bit of a waste. They force you to divide up your fleet and the money they give each turn is pretty tiny. As someone like Germany I do not mind a bit if I lose my Pacific and East Africa colonies. The only ones I find useful are those that are near my home nation. Like as Germany I like trying to take the Baltic or Norway/Finland. Ireland is pretty nice as well since it is a hedge in the North Sea/Atlantic against France and GB. As Spain/Italy/AH I love not having to mess with colonies. But taking various Aegean Islands or places in North Africa is nice since they are in your home zone base. I feel like the Med should have been split between East and West instead of one big zone. Generally I don't really like having colonies as I feel they are not worth it. That would change if they gave you a per month prestige bonus. Also, it is nice to find oil in one of them but that is so random as to make it not worth it.

In the Rule the Waves 2\Data directory, find the appropriate MapData file, open it with a text editor like NotePad or NotePad++, find "Southern Korea" (or "Northern Korea" or both), and change the associated Owner from Neutral to Japan.
If you don't have a mod that's messed around with the sea zones and associated possessions (which is very likely; reordering the possessions is a bit of a pain so it's not likely to be done unless someone moved a possession from one sea zone to another), Southern Korea should be MapArea5Possession6, so Find and Replace "MapArea5Possession6Owner=Neutral" "MapArea5Possession6Owner=Japan" should assign Southern Korea as a Japanese possession (do not include quotation marks in the Find and Replace query). Northern Korea would be the same except that it's MapArea5Possession5 rather than MapArea5Possession6.

Why should Japan start with Korea, in real history it did not gain control until after the Russo-Japanese War of 1905. She did not gain control until around 1910. Now, there were two invasions, one in 1592 and one in 1597 by Toyotomi Hideyoshi but both ended in a withdrawal following a military stalemate.

Japan gained control of Korea in 1895 after war with China (Korea's nominal overlord). The Treaty with Russia in 1905 formalized that control that was already defacto.

The Sino-Japanese War ended with the Treaty of Shimonoseki in which China gave up control of Korea and it was recognized as an independent nation. The island of Formosa was the biggest gain for the Japanese after the Sino-Japanese War. The Min clan was adamant that Japanese not gain control by promoting Korea and Russia. In 1897, the Korean Empire was announced but it gravitated towards Russia. During the Russo-Japanese War, Korea was neutral. I second the above, economic wise Japan is challenging but not something that need a fix. (Late game budget can be increased a bit, but again, irl Japan benefitted quite a bit from their victory in the Russo-Japanese war, which may or may not happen in game. So current level for 1900 start is fine too)
The problem remains that major power don't like to attack Japan in pretty much anywhere. Its very hard to get any significant fleet battle in the pacific or SEA, this is understandable if you have allies in Europe tying up enemy forces, but the fact that US/UK rarely, if ever attempts to bring battle to the Japanese is really making Japanese late game rather bland.

Japan had, under the treaty, a free hand in Korea. They immediately used this to gain control of mines and railroads and to start Japanese owned businesses in Korea. Korea may have wanted to be independent but so did the emperor of Manchuria in the 30's and 40's. Reality conflicted with their thoughts.

I wanted to chime in on this thread as I just recently started a game as japan and noticed some things:
1. Unless you switch to captains mode, suprise attacks are absolutely unbearable. 25DDs in front of the enemy fleet anchored at night, and they either charge a single transport, or see something big and run... On Captains mode thoug, suprise attacks are insanely powerful and can reduce most nations Pacific Presence to dust in a single engagement.
2. widespread foreign yard use and good luck with tech sharing, as well as not being afraid to spend money on buying tech seems key. I've managed to be one of the first nations with BCs just after the brits and won 2 wars because nothing else bigger than a destroyer was able to go 26 knots in the whole pacific.
3. quality beats quantity, BIG TIME. Especially with a comparatively bad budget. The extreme reduction of enemy forces through suprise attack paired with the tendency of the game to spawn the same 2 ships of any class to anything but a fleet battle makes it imperative to only build 1-2 ships of each class, but to make those state of the art. Only exception are dds, these need to have torpedos and not much else, and there should be tons.
4. raiding and subs are OP. By the time any enemy has even tried to move their main fleet into NEA, which the AI is absurdly hesitant to do, whole governments collapse to raiding CLs and subs.
It might be gaming the system and not a realistic represantation of the IJN, but japan seems pretty effective to me so far

Japan is perhaps more reliant on doing well early compared to other countries to get their cash flowing, however if you get a couple early wins and don't take territories you can really pump your dosh up
in this case (1920 start i think) i got a 10, then a 20 (lowered to 16 since i took Kamchatka i think) from Russia and my budget exploded - UK caught up and passed me soon after (since they get budget boosts to 'keep their navy preeminent'), but still this was the first time i passed UK in budget for any (non-USA) nation
woah why no cruisers of any kind? Is this to force battle with your battleships :?
