Japan is perhaps more reliant on doing well early compared to other countries to get their cash flowing, however if you get a couple early wins and don't take territories you can really pump your dosh up
in this case (1920 start i think) i got a 10, then a 20 (lowered to 16 since i took Kamchatka i think) from Russia and my budget exploded - UK caught up and passed me soon after (since they get budget boosts to 'keep their navy preeminent'), but still this was the first time i passed UK in budget for any (non-USA) nation
woah why no cruisers of any kind? Is this to force battle with your battleships :? pretty much - although to be fair i generally only accept large battles or bigger which would generally include capital ships anyways. if i get DDs only in a battle i turn them away and try and end the battle (or sometimes restart the turn for bombardment/coastal patrol - 1000 tick battles with DDs only are not my idea of fun)
you can only have cruisers in service for the first 10 years of the game or so (until BCs start showing up), and i noticed that in spite of only being 1-2kts faster than my 22kt B's they don't cost much less in maintenance so i'd rather spend the cash on the best ship possible
the only cruisers i build are 6000t CLs for FS duties - if needed

I think this is an issue in comparison with RTW1. In RTW2 cruisers are not so needed. The costs of speed over 31/32 knots starting in 20s is enourmous giving up one important advantage. The second thing is that AI nations are top heavy and battle generator cannot work with it, so If enemy has no cruisers, player have cruisers, it brings almost no advantage. In reality it should be that you got a lot of VP for using them freely as enemy has no force to counter them or if they use capital ships they should be lured .... Another reason is that surface warfare in RTW2 does not work same way as in RTW1. The interception battles are very seldom compare to RTW1. I will start in my next playthrough with very large fleet make notes how many and what types of battles are suggested and fought. In RTW1 majority battles were with cruisers as it was in real history in the first half of century. But in RTW2 majority battles are with capital ships and destroyers, they are not so many battle with cruisers.

Because of their range they patrol distant sea lanes, raider enemy sea lanes, protected capital ships including carriers, sometimes leading destroyers flotillas. They were just everywhere and they were cheap enough to be useful. In RTW it was true, but in RTW2 it is not true anymore. It is a pitty and I think this is one of things in RTW2 that need to be balanced.

I managed to play only a little RTW2, but noticed the same thing - while in RTW1 "small" battles were dominant, cruiser battles, small coastal raids and convoy battles, RTW2 spawn fleet battles as first choice almost every turn, as long as enemy has ships in the sea zone.
This, combined with how unbalanced (top heavy) are AI navies compared to RTW1 pushes me away, so I create historical designs while waiting for patches...

archelaosI viewed seawolf work and your help and I am happy some body did it as it was something I wanted to do it but I was not sure I have enough time. My idea was to create it with current technology to make refits possible, so just small adjustments will be much easier.

I just finished my first 1920-1970 play through with Japan and so far I found it a bit easier than RTW as I ended up beating on Soviets and the Brits with not much trouble at all ( once even at the same time ), after beefing up a bit in a brief war with France in mid 1920s. I steered clear of US and Soviets were persistent in their refusal to quit, but Brits seemed a shadow of their former selves, their forces obviously being on a thin logistical tether and me being able to concentrate fleet against them at leisure at various zones. I stuck mostly with BCs and CVs ( a lot of 1920s BCs and BBs soldiered on with upgrades ) as the main hitting power of my navy and it worked out pretty fine. Later on I tried on several types of cruisers ranging from 10k ton CLs focused on AA to 20500t CAs with 10" guns which did really fine late game against enemy CAs and CLs. Trade protection was a slog though and ate up a LOT of ships with casualties among DDs in general being horrendous, but the economy chugged along nicely so it wasn't a hassle to replenish.
