I was very thrilled when I read in the pre-release developer diaries about the AI having been taught to not panic and go full steam ahead when hit by a torpedo. Unfortunately, this phenomenon is still an issue. I am playing on Admrial's mode exclusively, because I find the other difficulties a tad bit too easy (Admiral's mode arguably gives too little control, but that's a different story). I lost many ships because their captains deemed it sensible to not reduce speed when having been torpedoed. Is there any chance this issue will be revisited in the future?

This is not only true for torpedoed ships, but ships with flooding in general, eg. after a waterline shell hit, or being rammed(?).
Worse even, some ships kill themselves in a really slow, stupid and aggravating way: - either the player detaches them b/c of torp hit, or speed is down because of flooding and they detach themselves
- head for the nearest port
- get their machinery (partly) fixed, and could go faster suddenly, or maybe feel lonely, or whatever
- reset their target location, speed up and head for their division again - all while still flooding
- detach because of flooding/slow speed
- repeat until dead
I had a DD with "flooding 1" run halfway from south of Marseille to Genua, only to turn around and sink himself in view range of the fleet - with the log showing 8(!) auto-detach cycles ...
