IT 1900, manual legacy fleet
Issue ______________________________________________________
Had ...
battleship A (from legacy "ships under construction") building, "month left = 4" (or 3) battleship B (from legacy "ships under construction") on hold
Got the message "build additional 2 battleships". "Build requirements" where "have 4 B/BB/BC building"
Started battleship C + D.
"Build requirements" read "have 4 B/BB/BC building - Ok"
After battleship A finished construction, the next turn the "failed to fullfill build requirements" window came up
Expected ____________________________________________________
Obviously, I expected the build ship to register as "build" vs. the event requirements.
Either - do not count ships already building (and on hold) for this event. Check the number nevertheless, as not to put rediculous demands on small nations. Or,
- count ships finishing within 1-4 months properly.

More issues:
1) One build reqirement event can be triggered, while there's already one active:
active: "build 16 SS" overwritten by: "build (half of) 8 cruisers" ... resulting in "build 5 Cx"

2) Ships are not properly counted: a) "half of 8 cruisers" is 5 ?!?! ( see pic above) b) ships/subs that are already building are not counted properly against the required number, esp. if they finish before the event resolution window comes up. E.g. with 1 SS already building the event said "build add. 15 subs", but the build requirements line said "must have 16 SS building". With 15 additional SS queued up, it said "must have 16 SS building - Ok", but switched to "must have 16 SS building" when the 1. sub finished before the event was resolved.
This can lead to the event failing if it happens on the same turn, despite the player doing his best to fullfil the requirements (see the 1. post).

While I would agree the "ship finishing construction does not count towards build goal" is a bug, I feel the others are working as designed.
The requirement being replaced makes sense, as the government rapidly shifts ideas about what it wants from you. They gave up on the subs idea, cruisers are better!
8/2=5 is also understandable, because the response implies a negotiation of the build requirement. You're not telling the naval secretary "you'll get 4 and be happy with them", you're convincing him that roughly half will work to achieve his goal, and he bargins for a fifth. Similar to how "press for hard terms" can sometimes get you a white peace.
