This still happens in 1.18 ... here is an example where the ship reattaches at least, but during the "outtage" does not react to anything around it. And a nice access violation during this time to boot ...
11:34 CL Naniva loses contact when the Cruiser Div1 is order to turn to starboard and continues happily straight on ... despite the movement indicator telling otherwise. Note how she is well in visual range when losing contact!
Right-clicking on her in this state results in - ran 1 turn -

11:41 CL Naniwa reattaches to Cruiser Div1
Note how she totally ignored the enemy CL Hela and nearly ran into her doing full speed ahead ... if Helas torp tubes wouldn't have (most likely) been shot up or at least empty at this point, this could have gone very bad ...

I am not sure this is a bug. There is a risk for ships or divisions to lose contact at night. They will wander off and eventually reattach. This is a feature to simulate the command and control of the times, not a bug.

That was my response to BathtubAdmiral's first post, where the screenshot showed an action at night (though he did mention that a ship had detached in the early afternoon in the same engagement, which I missed in my response, but he did not provide a screenshot of that).
However, the fifth post in this thread shows a CA (Carlo Alberto) losing contact with its division while following its squadron leader, by my estimation well within 1000 yards, in daylight with light rain and 8900 yard visibility. That would seem to indicate that some sort of bug is occurring, though many of the other screenshots provided can be explained by night time or separations approaching the visibility range. But a ship shouldn't be losing contact in daylight when separated from its division by approx. 1/10th of the visibility range.

Heavy rain or even light rain (less likely) can cause ships to lose contact. Rain is assumed to be uneven in its effects on visibility. I am not convinced that anything is wrong here.
