So, I'm Italy. I'm fighting Britain and have launched an invasion of Egypt. The invasion keeps being put off because of uncertain naval superiority. But the British keep declining fleet battles, no doubt because I have more ships in the area than them.
So i can't beat the British because they refuse to fight, but nor can I establish naval superiority.
The way it should work is the invading power launches an invasion fleet. The defenders can then choose to fight it, or they automatically cede naval superiority. This would force the issue one way of the other. If they keep cowering in port, they have ceded naval superiority.
Also (unrelated issue) there needs to be an AUTO-RESOLVE, especially for enemy coastal raids. Chasing their DD across tghe seas is time-consuming and dull.
