What does it do? Ive seen that if I send ships on foreign service they count as half, if I remeber rightly. But does this colonial servise thingy keep the full value? As GB is quit hard to fullfille the requarement with other than using Bs and BCs.

If you check "colonial service" on design your ships of this class will count 25 % more for calculation for foreign stations (FS).
So 4800 tons cruiser with colonial service checked is used as 6000 tons for FS. 7200 tons cruiser with colonial service is used as 8000 tons for FS. (6000 + (7200-6000)/3) * 1.25
It is always useful for cruisers, corvettes, destroyers that you want use for foreign stations requirement.

As GB is quit hard to fullfille the requarement with other than using Bs and BCs. Oh, wait ... you are not trying to fullfill the requirement of each sea zone which 1 ship, do you?
You can build cheap (19kn, 4in gun, 1200t) KE with "colonial service" option, which count as 1500t and stack (multiple ships in the zone add up) ! Maybe even add minesweeping gear on them, to keep the ships refueling at your colonies safe(r) from mines dropped by enemy DDs/CLs!
Or you invest slightly more and build "proper" colonial gunsboats with 2in armoured belt and 2-4 5in guns - those can give raiding DDs a hard time ...
