I have some questions for the makers of this game.
1. Is it acceptable to modify the .exe file if we don't mess with the DRM?
2. If this is acceptable, how would one do so and is it acceptable to share my progress with the community?

We don't support editing the executable, sorry.
Please bear in mind that the executable is part of the DRM; discussing how to hack/edit it successfully is effectively also discussing how to possibly get around the DRM, which is something we cannot allow on the forums. Also, attempting to edit/hack the exe can very likely cause the APS to invalidate your license on that machine.

Understood. In that case, is there anyway to edit things such as the maximum size of ship classes or the effects of research without editing the EXE?

I believe both of the items that you mention above are hard-coded in the executable...there are some things you can edit that are in the dat and related text files of course.

I believe both of the items that you mention above are hard-coded in the executable...there are some things you can edit that are in the dat and related text files of course. for editing things such as the effect of torpedo protection or adding something like TP5 i would need to go into the .exe right ? as far as i know there is no other way other than nerfing torpedo warheads but that would impact destroyers survivability

I hope it's possible. This game needs more mods. Question, is ammo count of guns hardcoded? I remember a mod in RTW that enable a one step ammo count, i.e., adding ammo one round at a time to main guns instead of multiples of 5 per click. Is that possible in RTW2? I'd like to stuff like that able to be modded.

I'd love it if we had the non-core parts of the game in their own .dll package that could be edited without concerns about it being a way to bypass the DRM/ reverse-engineer trade secrets.

It should be noted that if this was done it would remove all legitimate reasons to edit the .exe, thereby making pirates trivially easy to differentiate from modders.
