Possible stupid question, but are you all running the latest update? I did have these issues in 1.5 too, but with the last update I had clean and easy invasions triggering In my last war (upgraded to 1.07 at the beginning) I tried to invade Gibraltar for ~6-8 months with 100+ vs 8-10-ish (one turn 21) strength point advantage. No trigger during the war. I suspect that under the covers one has to build up a certain number of "invasion points" and for valuable targets it takes a while. OTOH in older versions I've seen a lot of AI invasions fire as soon as the AI had a 4:1 advantage in strength points - haven't seen it recently because I work very hard to stay below the 4:1 threshold in areas where I'm in range of a base that can invade me. It's one of the apparent discrepancies in behavior that I've struggled to understand. My intent here is NOT to imply AI cheating, but instead to point out that it feels like something weird is going on.

I played in 1.4 and 1.5 as Japan and conquered all of northeast asia except Russia's home area and most of southeast asia no problem. Lately in 1.7 I've had some issues with the invasions not firing very a very long time as I'm trying to invade Malaya. And I've even had an invasion battle that the British refused to fight and nothing happened. Like if the enemy refuses to contest your invasion that should mean it goes off without a hitch. Sometimes that happens, sometimes it just doesn't happen. You can always just take the territory you want at the end of the war. And if you're upset nothing is happening in the war and it's dragging on, why? I love wars that don't have a lot of action, it gives me ample time to use the increased budget to upgrade and expand my navy more than I usually can.

You can always just take the territory you want at the end of the war. And if you're upset nothing is happening in the war and it's dragging on, why? I love wars that don't have a lot of action, it gives me ample time to use the increased budget to upgrade and expand my navy more than I usually can. My frustration is spending a bunch of credits every month for an invasion that doesn't trigger when it seems like it should, not the lack of action. I could save the credits by not trying to invade and hope for a good settlement at the end of the war, but hope is a sucker's game. Besides, I would rather invade what I can reach and claim what I can't in the settlement, or take financial reparations instead of territory.

There is a bug with this. I have had several invasion battles where the enemy didn't decline but didn't have enough forces to generate a battle, the invasion should trigger as if they declined but it doesn't.
Edit-Then the very next turn I get the delay due to uncertain margin of superiority. Still have the 2BB, 3BC, 1CA, 2CV, 9DD vs 1CL balance we had last turn when they didn't have enough forces to generate a battle...
