Convoy missions are broken. Now, if the attacker (be it AI or player) finds the convoy, it's a stimulating exercise, especially if the attacker is less equipped than the defender.
But if the attacker fails to find the convoy, usually within 2-3 minutes, then the defender wins MAJOR points. See below, a typical convoy mission where I scored a major victory because the AI was unable to find my convoy within 2-3 minutes. Earlier in the war, the situation was reversed, and I could have lost the war due to the convoy mission. And now I'm winning because I pulled the defense and the AI pulled the attack.
I honestly have no idea how to fix it, just adding a few minutes before the scenario terminates would help, although the point system for this particular mission, especially when no contact occurs, seems very broken.

I think the point penalty for letting the convoy get away unharmed is fair, but player should be given more time to search for them. They can even start with possibly inaccurate(and out dated) sighting report from aircraft or submarine to help them locate the convoy.
Reducing the points from successful defence is not a good idea since this recreate the rtw problem that if you risk losing a cruiser, you might as well ditch the convoy or vice versa. Convoys are important strategic targets and deserves a bit more points, but the hunt for that convoy can be made more fair and interesting than its current iteration.
