The standard powers - Great Britain, France, Germany, Russia/USSR, Japan, Italy, Austria-Hungary, and the USA - are defined in the BNat.dat files. BaseResources is the line for game budget base resources, HBR for historical budget base resources.

And what file is this? When I look at the nation files for custom nations I use to create new nations, I don't find the research data laid out in this format. There are certain techs I'd like to add which I have not been able to add previously.

When I looked at the save folder, there were no files at all. I'm probably missing something, but I am still fairly new to modding this game.

So I just did some experimenting, and if you add those lines into the Nation file in place of the research bonus lines, it will give you those advances (so long as they are within a certain year range apparently, like when I tried to add reliable training and elevation gear, not introduced until 1914 into a 1900 game, it doesn't show up). But it's an easy way to add in tech you want for more realistic starts, or for more bizarre alternate histories (like I'm making) to keep things a bit less bland.
Tl,dr: these lines work in regular nation data files to add in starting techs other than by year like default.
