Why do opfor get more victory point for surviving merchants? Are there a missing info for the player?

Why do opfor get more victory point for surviving merchants? Are there a missing info for the player? Because Convoy attack/defense missions are horribly broken. That is it. Always take Convoy defense missions: Most likely you'll get a victory even if you lose your entire fleet. Never take Convoy attack missions: You'll probably never find the convoy prior to the game terminating the mission, thus losing far worse than if you had just ignored the mission.
On other missions, the merchant numbers aren't so bad and usually both sides get a least a couple merchants so they kinda balance out. You can still lose if for example it was a destroyer battle and the opposing side had 4 surviving merchants, as those merchants would be worth more points than the wrecked destroyers.

Ironically, I do the opposite. I nearly always take attacks but not defenses.

Convoy attacks work pretty well IME. Remember, there's a big objective reward for killing just a few of the ships. And if you get in among them you'll probably kill most of the merchants. Missing the convoy entirely is a risk, but if you've got air recon or a scout screen of light cruisers it's not a very big one.
Both kinds of missions are prone to generating lopsided battles where you can win in VP but suffer in the balance of lost warships, though.

The problem is that in at least some occasions (can't tell how often yet) you are set to chase fleeing convoy in the night and before you reach it (esp. as you do not know where it is exactly!) the battle ends. As long as you have scout planes (possible for some 60% of game time) or radar (last 10 years or 20% of game time) you can try to find it, otherwise it is automatically lost.
On the other hand, the point rewards are much better than in RTW1 as often convoy getting through is more important than the losses you take on the way (fe. Pedestal - out of 14 ships only 5 reached destination, plus CV(CVL?), 2CL sank but it was still victorious convoy defence)

I want to add that the ai is insanely bad at defending their convoys, often maneuvering through the convoy to open the range, so that the merchants end up in between the fleets and is easy pickings while blocking the ais torps. It even happens when their forces are far superior to mine.
So yeah two merchants are not enough, but if I can sink two it means I can sink 20
