Good question, I hope somebody can answer this.
I kinda see this game as a game of naval strategy and I am wondering if Mahan's work would be within the scope of this game (?).

Massie's sequel to Dreadnought, Castles of Steel, is a great narrative history of WW1 naval warfare.

David K Brown: "From Warrior to Dreadnought" is an excellent book. Most of it covers the period before RTW, but the last chapters give very good insight into the last British predreadnought classes and the construction of the Dreadnought. It also describes the design process and the different parameters the designers had to work with. Highly recommended.
Edit: Also the entire bibliography in the SAI rules.
