Having a bunch of destroyers in every area gives you a lot more options when you are outnumbered, especially in Captain's mode. I regularly use a destroyer division to draw the enemy forces out of position so I can sneak in behind them in convoy attack and coastal raiding missions, it can even be useful during major engagements to separate the enemy's faster units from the main force and defeat them in detail. When outnumbered do your best Mongol impression.

Thanks for the advice everyone! I ended up declining most battles that war but relied on by BBs to get lots of kills in fleet battles, which they did (I tend to design fewer, slower, heavier BBs designed to hold the line against anything). Unfortunately the Kaiser saw fit to end the war before my invasion of Algeria had good enough weather to proceed (even though I controlled Tunisia by the end), but I got it and some money in a peace deal.
