Is there any way I can force a fleet battle? I'm A-H, been at war with Italy for 9 months and I cannot make my fleet to fight for their country. It seems my Battleships never sail to face the enenmy fleets, only a CA and a CL. I want to fight those guys in a decisive battle and see how it goes. Any idea?
BTW, Yes I'm blockaded.

If you save the game before ending the turn, you can repeatedly load that save file until you get the battle type that you want; the engagements offered aren't seeded in the save.
If you just want the battleships to go to sea, you can try putting all your other ships into RF, MB, R, or CP status so as to make them unavailable for engagements (note: R is not completely unavailable, just much less likely to show up) to try to force the game to generate battleships in the force you're assigned for an engagement.

I didn't have enough DD and CL to make ASW patrols, so the B and BB were used too, that's why never fought in a war as a Active Fleet (cannot find in the manual what all those acronyms mean). Once I put them in AF they fight, but as solo wolves; cannot make them launch as a battlefleet. That's why I will try to restart from scratch.

I think its also impacted by your enemy's sub forces, so you wont know for sure before a war starts. 10-15 in the first decade and 25~ for the second/third decade should be enough to meet the requirement.(If the enemy has a ton of subs you need more) As for battleships not showing up, they generally don't appear often in battles. Your best bet besides Fleet Battle(which require significant forces from both side, and don't happen very often) is to hope for a "large" sized convoy raid/coastal raid/bombardment mission, those will usually at least have a squadron of your BBs, sometimes more.
