When weather is too bad to allow aircraft to fly then the player cannot access the aircraft controls dialog.
But:
1) it should always be possible to use this page to disarm and defuel planes (though perhaps this should happen automatically in bad seas)
2) when low cloud or wind (not bad sea state) prevents flying it should still be possible to arm and fuel planes
