OK, so I beat the crap out of Austria-Hungary in several fleet battles - now I have, I think, 4 000-some VP versus 700 A-H VP. Austria offers me "some of their colonies and disputed territories", and I accept negotiations, but "negotiations founder on mutually unacceptable demands". I can only assume this is because A-H has no colonies, but why make an offer?

"Negotiations founder on mutually unacceptable demands" is just one of the standard peace negotiations fail messages. It doesn't matter that Austria-Hungary has no colonies; if you're offered points with which to take colonies, each point that isn't used to take colonies becomes reparations worth 50k base resources to you - which, in all honesty, is more than a colony is worth if you don't have strategic reasons to take the colony.
