When I'm going 35 knots and identified enemy ships say they are traveling at 20 and 25 knots and are closing the distance on me, I think that's off. Is this an intended 'guess' of enemy speed, or is something wonky going on? Maybe whoever is estimating that speed needs some more training.
This has been going on a while thru all the patches, but I summed it up to fog of war and speed estimates for the enemy, but when I found out some enemy ships cannot travel as fast as I was going, as in their ship speed was slower, then that sucks. What, are they throwing equipment off the side of the ship making it lighter in order to catch me?

Just a sanity check: Sometimes when I do the mouse-over thing, I see the "ordered" speed of the ship's division, rather than the actual speed of the ship (which can be much lower due to e.g. turns). How sure are you that your ships are actually doing 35kts? My experience has been that the enemy speeds from the mouse-over tend to be accurate, up to the "round to the nearest 5kts" effect. I've never noticed what you're seeing, and I do a *lot* of stern chases so this sounds really weird to me.... Also, what kind of ships are you talking about? (fairly) early DD? (very) late CL? CV? Might be useful the next time you see it happening to grab a screen shot and do a save game and post it - that way Fredrik should be easily able to confirm or deny (especially for the case with the low top speeds). Here's another thought: Have you looked closely at the picture of the enemy ship to make sure it hasn't been mis-identified? For example, I recently had an American CV misidentified as a DD - that could throw off what you think the enemies top speed is. That being said, I don't think I've ever noticed the mouse-over speed estimates being significantly off.... John
